Oklahoma Capitol Culture is shaping a culture of civility, integrity, and servant leadership by directly engaging the policy making community in the Oklahoma State Capitol through non-political, non-lobbying chaplaincy.
In 2018, Speaker Charles McCall appointed Capitol Culture’s Founder, Dr. Joel Harder, as Chaplain of the Oklahoma House of Representatives.
In 2024, Speaker McCall appointed Rev. Andrew Carlson as chaplain to minister to the personal, spiritual, and emotional health of elected representatives and the individuals working across the capitol community.
